Joseph R. Filer

Mr. Joe Filer is a recognized Information Security Professional with over 15 years of solid senior management experience in the Financial Services, Defense, Technology, Consulting, Telecommunications, and Healthcare industries.

As the Client Security Advocate for Harland Clarke, he provides a “client perspective” to ensure that Harland Clarke’s information security policy/procedures, security risk assessment efforts, and company security awareness/training programs result in lower risks associated with doing business with Harland Clarke. He advises and collaborates with Harland Clarke business segments to validate program effectiveness as reflected in client security requirements, service levels agreements, business associate agreements, business continuity/disaster recovery plans, and audit/regulatory compliance practices.  Another key contribution focuses on providing security subject matter expertise so that Harland Clarke employs technology products or provides services that represent security solutions designed to enable customer business initiatives focused in check manufacturing and check-related services, contact center services and direct response marketing solutions.

Prior to Harland Clarke, Mr. Filer was the Director, Corporate Security for Rackspace Managed Hosting, San Antonio where he was responsible for building the emerging technology company’s first globally focused  Information Security Program. He has held various positions in the information security industry including chief information security officer, senior project manager, and principal security consultant.

Mr. Filer received an MS in Operations Research from the Air Force Institute of Technology and a Bachelors of Arts in Mathematics from Siena College. He holds multiple industry certifications including Certified Information Systems Security Professional (CISSP) and Project Manager Professional (PMP).

Mr. Filer is a member of several associations and organizations including the Accredited Standards Committee (ASC) X9F, Computer Security Institute and Information Systems Security Association where he served as the President of the Alamo chapter for two years.
